Special Education Quality Assurance Programs and Services Focused Review
The New York State Education Department's Office of Special Education completed the Special Education Quality Assurance (SEQA) Programs and Services Focused Review in Waterloo Central School District initiated during the 2010-2011 school year. This review examined the district's compliance with selected federal and State laws and regulations governing the education of students with disabilities.
The review was conducted by the SEQA Western Regional Office as well as school district staff. The review process involved a review of school records of selected students with disabilities, classroom visitations and interviews. Meetings of the Committee on Special Education were also observed.
The Waterloo Central School District was found in compliance with Special Education Programs and Services. Several strengths are noted in the report. Positive behavioral and academic strategies have been implemented in the secondary schools to lower the drop-out rate. IEP’s are clearly written with measurable annual goals aligned to students needs. CSE meetings are run in an efficient manner making sure all key regulatory issues are addressed. Parent surveys provided positive comments about the CSE process, their opinions being valued and that children are integrated in general education when recommended. Strengths were noted in the provision of language arts within special education classrooms, as driven by the District’s literacy initiative. Students with disabilities have access to all programs and services within the district. The utilization of assistive technology to allow for integration and participation in the general education curriculum was noted.
