Letter to full year Homeschooling families

Dear Homeschooling Families,

Thank you for your patience as we adapt to the changing circumstances due to COVID-19 and school closures.  The Board of Regents adopted emergency regulations to ease the burdens and provide important flexibility for educators, students, professionals and others to address interruptions in the wake of the COVID-19 pandemic. The emergency regulation specifically states the following in regards to Home Instruction:

The Department will amend the Commissioner’s regulations to provide that an alternative form of evaluation for students receiving home instruction, in lieu of an annual assessment, will be permitted for all grades in the 2019-20 school year due to the State of Emergency declared by the Governor.

 

As per the New York State Homeschooling Regulations, at the time of filing the fourth quarterly report as specified in the Individualized Home Instruction Plan (IHIP), the parent shall also file an annual assessment. As a result of the NYS ELA/Math 3-8 and Regents assessments being suspended for this year, the NYS Homeschool website and NY State Office of Religious and Independent Schools (SORIS) issued the following guidance:

Section 100.10(h) regarding annual assessment for students participating in a program of home instruction is amended to provide that an alternative form of evaluation, in lieu of an annual assessment, shall be permitted for all grades in the 2019-20 school year due to the State of Emergency declared by the Governor pursuant to an Executive Order for the COVID-19 crisis.

Specifically, guidance from the NY State Office of Religious and Independent Schools (SORIS) stated that homeschooling families “may use the narrative form of evaluation in the 19-20 school year even if they used it in a previous year, and even if they would otherwise have been expected to submit a standardized assessment.”
